To answer your question about why Roxane didn't make her love apparent to him, I think the reason that she didn't was because she truly did not love Romeo. At the time I'm sure love was such a serious thing and if you were in love with them it would mean you had to get married. Maybe Roxane wasn't ready for that therefore she was straight up with him.
