1: Who knows. Like in many long-lasting conflicts, the reason is forgotten. All people remember is their hate and the latest wave of atrocities committed by the other side.

Juliet could not pick who she wanted to marry because back in the time of this they would assign you to who you would marry and you wouldn't get a say in who it was.
